23.10.2015On October 21, Director of CE "Engineering Center" Antonina Petrychenko in response to the request of "Ukrainska Pravda" announced that test operation of bollards at the Andriyivskyi Descent would start on October 21, and a month later they would work continuously. Moreover, she stated that the elements of bollards control system damaged by an unknown person had been repaired.
ESTA Holding deems it necessary to state that everything said by Mrs. Petrychenko does not have any relation to reality.
First, there was no discussion of any test mode operation to start from October 21. At the public hearing held by us in November 2014 with the active participation of residents and workers of the street it had been agreed that the test mode would last for three months from the moment of bollards commissioning. This will give us the opportunity to analyse the work of bollards and identify possible errors in their operation. However, bollards will not be commissioned unless and until the procedure of bollards operation has been finally agreed through the public hearing, it has been approved by the order of Podolsky District State Administration and the system has been entered in the books of the city.
Second, it is necessary to obtain the approved road transport scheme from the State Traffic Inspectorate to start the procedure of public approval of bollards operation. In the above-mentioned public hearing, this scheme has been approved by the community of the street, but CE "Engineering Center" started coordinating it with the State Traffic Inspectorate only in August 2015, after our repeated inquiry. As a result, we lost 8 months.
Third, Mrs. Petrychenko states that bollards will be finally commissioned in one month. It is impossible, as both we and representatives of the city must fulfil our commitments to the residents and businesses of the Andriyivskyi Descent: to hold the final hearing and approve the transparent procedure of bollards control, which will take at least 1.5 month after receipt of the approved road transport scheme from the State Traffic Inspectorate, according to the law. After the hearing, Podolsky District State Administration will be able to start releasing free master controls, purchased by ESTA Holding, to all residents and groups of entrepreneurs of the Andriyivskyi Descent, which procedure can also take up to 2 weeks.
Only after completion of this entire procedure bollards may be commissioned.
Finally, the credibility of Antonina Petrychenko's words can be judged by her statement that the damaged equipment has been already repaired. As a company that performs, and most importantly, finances the repair, we declare that the repair of equipment is far from being completed, and everyone can personally see it having inspected this equipment on the corner of the Andriyivskyi Descent and the Borychiv Tik.
All the time we are engaged in the installation of bollards, we have repeatedly faced the fact that officials of different levels make promises that do not correspond to reality. This, unfortunately, has become the regular practice. Only because of the constant promises not backed by the actions we have already spent three times more than planned for the project. This money could be additionally spent on something useful for the city, but it was wasted.
For us it is crucial to ensure that the constitutional rights of the inhabitants of the street are not violated as a result of bollards installation. We once again declare that the system of traffic limitation at the Andriyivskyi Descent will not start working unless and until the commitments of ESTA Holding and authorities to the residents and business of the street have been fulfilled.
